Yes, anything that is not in the top 50 on that list, either came out in 2013 or became widely available for the first time in 2013, and will probably not rise into the top 50 is eligible.

I don't get why Low is doing so well either. I like their overall sound but their songwriting isn't nearly good enough to support that sound.
