I know we don't take lists from individual record stores. I don't know how this magazine compiled all these sources together, but I imagine it should be eligible as a whole, even if the individual lists wouldn't be. However, I'm not sure if the individual sources were based on opinion, or on sales/downloads/plays.

The annual charts are probably based on sales/downloads/plays. They said the list was based on monthly charts for their 2016 list, which sounds even more like it was based on sales/downloads/plays. I'd say not eligible.
