Well, the expression "fixed place" tends to indicate that it is a numbered list. The other detail that let me think so is that between AMERICA's "Horse with No Name", LENNY KRAVITZ's "Fly Away" (both ranked respectively 149 and 148th) and QUEEN's "We Are the Champions" or THE BEATLES' "Hey Jude" (n° 1 & 3) there is a strong chance that it is a ranked list.
I'm glad you appreciated it. ECLIPSED is the magazine that publishes these books with the discographies of artists and their Top 30.
Therefore, I might suppose it's eligible.
